Singapore is considering an invitation to join the China-led World Artificial Intelligence Cooperation Organization (WAICO) as it navigates growing US-China competition over AI.

Digital Development and Information Minister Josephine Teo told Parliament on September 9 that there is no Association of Southeast Asian Nations (ASEAN) position on WAICO or Pax Silica.

She said Singapore will consider the invitation alongside its broader work with China and other international AI cooperation initiatives, including the US-led Pax Silica initiative, which it joined in December 2025 as a founding signatory.

WAICO was established on July 16 with 29 founding members, including the ASEAN countries Cambodia, Indonesia, Laos, Malaysia, and Myanmar.

WAICO is a Shanghai-based intergovernmental organization focused on cooperation in AI development and governance.
