Singapore, UK regulators unite to promote safe AI in finance
The Monetary Authority of Singapore (MAS) and the UK’s Financial Conduct Authority (FCA) have announced a strategic partnership focused on AI in finance.
The collaboration, announced at the Singapore FinTech Festival, aims to promote safe and responsible AI innovation across both markets.
MAS and FCA plan to explore joint testing of AI solutions, share regulatory insights, discuss responsible AI use, and host events to highlight effective practices.
The partnership will build on MAS’s PathFin.ai and FCA’s AI Spotlight programmes, supporting cross-border collaboration and knowledge exchange.
UK and Singapore firms interested in joining can apply through their respective programmes.

🧠 Food for thought
Implications, context, and why it matters.
Cross-border AI testing remains conceptual without formal sandbox mechanisms
- MAS and the UK’s FCA plan to explore joint testing but they have not set rules for cross-border data sharing, sandbox governance or timelines 1. A sandbox is a regulator-run controlled testing environment. That gap keeps efforts closer to showcases than production-grade trials.
- In 2019, GFIN ran a pilot, got 44 applications, and picked 8 firms for tests 2. That gap makes clear how hard it is to turn concepts into live multi-jurisdiction trials.
- Firms need a clear way to handle dual regulatory jurisdictions. That means complying with both UK and Singapore rules 1. Without that, the tie-up may stay at “knowledge exchange” and not give the stability needed for scaled AI use.
AI assurance vendors may find opportunities in prospective cross-border pilots
- Third-party providers that build AI explainability tools like LIME (Local Interpretable Model-agnostic Explanations) and SHAP (SHapley Additive exPlanations) have room to play 3. Firms that offer model risk management (governing and monitoring model performance along with controls) or synthetic data generation (creating artificial datasets that mimic real data without exposing sensitive information) can support joint UK-Singapore testing programs.
- The FCA Smart Data Accelerator, which tests data portability and interoperability, worked with Raidiam, a data-sharing and digital trust infrastructure vendor 4. That tie-up signals demand for steady testing setups in open finance, so vendors with sandbox-as-a-service for AI can aim at MAS-FCA pilot work.
- Time outreach around GFIN application windows and the 2026 Singapore Financial Dialogue to match progress on cross-border testing frameworks 12.
