Singapore PM urges ASEAN to achieve 100% tariff-free trade
Singapore’s Prime Minister Lawrence Wong urged the Association of Southeast Asian Nations (ASEAN) to enhance integration efforts and achieve a “100 percent tariff-free” status within its free trade area.
He made these remarks on May 26 at the 46th ASEAN Summit in Kuala Lumpur.
The summit, chaired by Malaysia, is taking place amid global geopolitical tensions and economic uncertainties, including the impact of US tariffs on the trade-dependent region.
While addressing ASEAN leaders, Wong emphasized the need for the bloc to navigate these challenges by working with external partners and strengthening regional cooperation.
He said that full tariff elimination should be the next objective. He also highlighted the importance of addressing non-tariff barriers and expanding services trade.

🧠 Food for thought
1️⃣ ASEAN’s economic integration journey reflects decades of incremental progress
ASEAN’s current push for 100% tariff elimination represents the culmination of a 30-year economic integration process that began with the ASEAN Free Trade Area established in 1992 1.
The organization has evolved dramatically from its original security-focused mandate when founded in 1967 by five countries (Indonesia, Malaysia, Philippines, Singapore, and Thailand) to its current form with ten member states prioritizing economic integration 2.
This evolution mirrors other regional blocs’ development patterns, with ASEAN achieving 98.6% tariff elimination under the ASEAN Trade in Goods Agreement—a remarkable achievement considering the diverse economic development levels among member states 3.
The remaining tariff barriers primarily affect sensitive sectors like agriculture and automotive industries, where domestic protection concerns have historically complicated full liberalization efforts.
Singapore’s proposal for complete tariff elimination comes at a critical juncture when the region faces external economic pressures, highlighting how crisis often catalyzes deeper integration in regional economic blocs.
2️⃣ Implementation gaps remain ASEAN’s persistent challenge
Despite ASEAN’s ambitious agreements, Prime Minister Wong’s revelation that 24 economic agreements remain unimplemented since as early as 2015 highlights a fundamental challenge that has plagued the organization for decades 3.
This implementation gap stems from ASEAN’s consensus-based decision-making model and its principle of non-interference, which prioritizes national sovereignty over binding regional commitments 4.
