Shanghai accelerates AI adoption across manufacturing sector
Shanghai is speeding up efforts to combine AI with manufacturing, according to local authorities.
The city has supported 42 major companies in sectors such as automotive, equipment, and aerospace through its industrial enablement initiative launched in 2022.
These firms are using industrial internet platforms to improve supply chain collaboration and digital transformation.
The initiative has reached over 360,000 enterprises and supported more than 7,000 key businesses in the supply chain.
In the first nine months of 2025, Shanghai had 394 major AI companies with an industry scale of 435.5 billion yuan (US$62 billion), up 39.6% year-on-year, while total profits rose 11.4% to 40.8 billion yuan.
By late December 2025, the city had registered 139 large language models and nearly 300,000 AI professionals.

- Shanghai says 394 major AI firms produced 435.5 billion yuan in the first nine months of 2025 1. Growth hit 39.6 percent, yet the figure is aggregate enterprise output, not verified gains on factory floors 1.
- Officials claim they ‘reached’ 360,000 enterprises and ‘supported’ 7,000 key businesses 1. Firms use industrial internet platforms to digitize operations 1. These are factory networks and software that connect equipment, production data, and suppliers 1. Outcomes on defect rates, equipment effectiveness, or cycle times remain undisclosed 1. The city labeled 42 firms as industrial internet pioneers with claims of 20 percent lower operating costs and 10 percent lower equipment energy use, yet there are no plant level case studies or third party audits 1. Vendors can ride Shanghai procurement ahead of 2028 upgrades
- China’s Ministry of Industry and Information Technology (MIIT) wants new type industrial networks at no fewer than 50,000 enterprises upgraded by 2028 2. This means high speed, secure factory connectivity and computing, which opens near term procurement for AI providers that are not dominant in Shanghai 2.
- The government also seeks high quality datasets across 20 key industries 2. That will spur RFPs for data infrastructure, labeling services (data annotation), and industry specific AI training platforms 2. Enterprise software vendors with manufacturing specific AI agents (autonomous software assistants) have room to grow 1. Shanghai Construction Group, a major construction and engineering firm, says AI now handles only 10 percent of operations and sees ‘vast future potential’ 1.
