SG’s Cleantech Solar secures $140m green loan from ING
Cleantech Solar has obtained two green loan transactions totaling over US$140 million to promote solar energy adoption in Southeast Asia.
The financing includes CSA1, which refinances Cleantech Solar’s first operational platform of 175 megawatts across six countries.
ING acted as the sole underwriter and lead arranger for this transaction.
The second transaction, CSA2, supports the development of Cleantech Solar’s expansion platform, targeting growth in key regional markets.
These initiatives are projected to reduce around 900,000 tons of carbon dioxide emissions annually.

🧠 Food for thought
1️⃣ International banks bridge critical green financing gaps in Southeast Asia
ING’s $140 million green loan package for Cleantech Solar illustrates how international financial institutions are stepping in to accelerate renewable energy adoption while regional capacity develops.
This transaction is part of a broader pattern where experienced global banks provide sophisticated financing structures in emerging markets where local institutions may lack specialized green finance expertise.
This gap is what initiatives like Greening the Banks (GTB) aim to address by enhancing Southeast Asian financial institutions’ capacity to engage in renewable energy financing 1.
The cross-border nature of the deal, spanning six countries, demonstrates the importance of international expertise in facilitating regional renewable energy deployment at scale.
Such transactions can serve as vehicles for knowledge transfer, as local banks observing these deals gain exposure to international best practices in structuring complex green financing.
2️⃣ Commercial-scale solar expanding rapidly as Southeast Asia confronts energy transition challenges
The refinancing of Cleantech Solar’s 175MW operational platform across six countries signals the maturing of commercial and industrial solar in the region beyond pilot projects.
The expected annual reduction of 900,000 tons of CO₂ emissions from these projects represents significant progress in a region where energy demand is growing rapidly and many countries still rely heavily on coal power.
