Saudi Exchange may list thematic Hong Kong AI, biotech ETFs

The Saudi Exchange is exploring the potential for listing thematic exchange-traded funds (ETFs) that focus on Hong Kong-listed AI and biotechnology companies.

This initiative, according to CEO Mohammed Sulaiman Al-Rumaih, could enhance connections between the Saudi and Hong Kong markets through cross-border listings.

Proposed regulations may allow Hong Kong firms to list on the Riyadh-based exchange using Saudi depository receipts (SDRs).

These rules are currently under review by Saudi Arabia’s regulator and aim to provide foreign companies a means to engage with Middle Eastern investors.

Al-Rumaih noted that fund managers are looking into listing thematic ETFs on the Saudi Exchange due to strong investor interest in sectors like AI and biotechnology.

🧠 Food for thought

1️⃣ ETFs emerge as pioneering financial bridges between markets with different investment philosophies

Exchange-traded funds are serving as crucial connectors between Hong Kong and Saudi Arabia’s financial markets, enabling access to previously difficult-to-reach investment opportunities.

The recent listing of Asia’s first Saudi sukuk ETF in Hong Kong demonstrates this trend, providing local investors access to the second-largest market for Sharia-compliant debt securities globally 1.

This follows the established pattern of cross-market ETF listings between the two regions, with Saudi Arabia-focused ETFs in Hong Kong and Hong Kong-focused ETFs in Saudi Arabia already trading 2.

These ETFs are specifically designed to address the unique regulatory and religious requirements of each market, with the Premia BOCHK Saudi Arabia Government Sukuk ETF focusing exclusively on investment-grade Sukuk issued by the Saudi government 1.

The strong debut performance of these cross-border ETFs, with the Sukuk ETF rising 1.8% on its first trading day, indicates significant investor appetite for these financial instruments 2.

This investment vehicle innovation is particularly valuable as traditional direct investment between these markets has historically been challenging due to regulatory differences and market access limitations.

2️⃣ Growing Saudi-Hong Kong financial corridor represents strategic diversification for both markets

The deepening financial relationship between Saudi Arabia and Hong Kong reflects complementary economic diversification strategies that benefit both markets.
