Saudi Arabia leads in venture funding, beats Singapore

Saudi Arabia has surpassed Singapore as the leading destination for venture capital in emerging markets, securing US$391 million in funding during the first quarter of 2025.

This represents a 53% increase compared to the same period last year, according to data from the venture analytics platform MAGNiTT.

The Kingdom accounted for 58% of total venture funding across the Middle East and North Africa (MENA) region and 41% of all transactions.

A significant contribution to this achievement came from a $160 million series E funding round by fintech firm Tabby.

🧠 Food for thought

1️⃣ Saudi’s VC ascendancy follows decades of intentional economic diversification

Saudi Arabia’s rise to become the premier destination for venture capital in emerging markets represents the culmination of long-term economic planning rather than an overnight success.

The Kingdom has been actively diversifying away from oil dependence since the 1970s, with significant policy reforms in the 1980s and 1990s designed to attract foreign capital1.

This foundation was strengthened in 2000 with the establishment of the Saudi Arabian General Investment Authority (SAGIA) to streamline investment processes, followed by the transformative Vision 2030 initiative in 2016 that explicitly targeted reducing oil dependence1.

The contrast between Saudi Arabia’s current $391 million quarterly funding and its modest $29.3 million total in 2018 (spread across 64 deals) demonstrates the dramatic acceleration of this ecosystem in just seven years2.

This growth was catalyzed by institutional support, particularly from sovereign funds like SVC (Saudi Venture Capital) and strategic investments by the Public Investment Fund, which notably partnered with SoftBank to create a $100 billion tech fund3.

The Kingdom’s deliberate ecosystem building is now paying dividends through improved exit pathways, as evidenced by the 163% year-on-year increase in M&A activity and IPOs like Rasan’s.

2️⃣ Shifting global capital flows reflect changing investor risk assessments

The divergent fortunes of Saudi Arabia (+53%) and Singapore (-61%) in venture funding represent a broader reallocation of capital in emerging markets based on evolving risk perceptions.

This shift follows a challenging 2024 where the MENA region experienced a 29% decline in startup funding but still demonstrated relative resilience by raising approximately $1.9 billion compared to steeper drops in Southeast Asia4.
