Samsung reaffirms $257b Korea investment despite US expansion

Samsung Electronics chair Lee Jae-yong has reiterated the company’s commitment to a 360 trillion won (US$257 billion) domestic investment, focusing on high-value sectors such as semiconductors and biotechnology.

Lee made the announcement at a business roundtable hosted by President Lee Jae Myung in Seoul on August 19, 2025.

He said Samsung will continue to invest in Korea apart from its US projects, with the aim of creating local jobs and advancing new industries.

Samsung, which pledged 450 trillion won over five years in 2022, allocated 80% of that to Korea, increasing its planned domestic investment by 40% from previous targets.

The company is building new semiconductor research and production facilities in Giheung and Pyeongtaek, and plans a major cluster in Yongin by 2047.

Samsung Biologics recently finished its fifth plant in Incheon and is expanding further, with a 10-year roadmap for additional investment.

Lee is expected to join the Korea-US summit’s business delegation next week.

🧠 Food for thought

1️⃣ Samsung’s investment aligns with South Korea’s unprecedented national technology push

Samsung’s 360 trillion won domestic commitment coincides with South Korea’s largest-ever government technology investments, suggesting a coordinated national strategy.

The South Korean government announced a record R&D budget of 24.8 trillion won for 2025, focusing on AI, biotechnology, and quantum technology 1. Additionally, the government plans to invest 6.8 trillion won in 2025 specifically for critical and emerging technologies across 12 key areas 2.

This government backing provides crucial infrastructure and policy support that makes Samsung’s massive private investment more viable and strategic.

The timing suggests South Korea is making a significant effort to become a global technology leader, with Samsung as a key private sector player in this vision.

2️⃣ The semiconductor cluster represents Samsung’s largest territorial expansion since its founding

Samsung’s plan to establish a 7.28 million square meter semiconductor cluster in Yongin represents an unprecedented scale of domestic facility development in the company’s 55-year history.
