Sam Altman says OpenAI shouldn’t act as global moral authority
OpenAI CEO Sam Altman said the company is “not the elected moral police of the world” after criticism over its decision to allow content such as erotica on ChatGPT.
OpenAI, the US-based AI startup behind ChatGPT, has faced increased scrutiny about user safety, especially for minors.
Altman said on X that OpenAI will relax most restrictions for verified adults, citing improvements in safety tools and the ability to address serious mental health risks.
He added that the company aims to treat adults as adults, while still banning harmful content.
Altman compared OpenAI’s approach to existing boundaries, like R-rated movies.
This move comes despite previous comments from Altman in August, when he said he was proud OpenAI had resisted adding features like a “sex bot avatar” to boost engagement.

🧠 Food for thought
Implications, context, and why it matters.
OpenAI’s age check lacks enforcement details
- OpenAI plans to roll out “more comprehensive age-gating” (age-based content restrictions) in December to allow erotica for verified adults, but hasn’t disclosed the verification method 1.
- Apple’s App Store guidelines (rules that govern what apps can distribute on iOS) may restrict content, which could push OpenAI to use the web (which isn’t pre-reviewed like apps) over its mobile app 2.
- Written erotica doesn’t require age verification under the UK Online Safety Act (a United Kingdom law that sets safety duties for online services), while AI-generated pornographic images do 3. That sets rules across jurisdictions.
- The company is developing behavior-based age prediction technology to estimate age from interaction patterns (for example, language use and interaction cadence) 1, but it’s unclear how this will work alongside verification requirements or stop workarounds.
Age checks could open a vendor market for AI apps
- If rival AI firms add age-verified adult modes, demand will grow for third-party age verification Software Development Kits (SDKs), parental-control tools and compliance services for App Store rules 2.
- The Federal Trade Commission (FTC) is investigating AI chatbots’ effects on children 1, and bipartisan Senate legislation (a proposal backed by both parties) would allow liability claims against chatbot developers 3. That raises compliance needs for small AI firms without OpenAI’s resources.
- Platform enforcement (such as how Apple restricts explicit content on iOS while web browsers remain relatively open) can guide where verification or compliance vendors win for AI developers working through fragmented rules.
