S Korea’s Exim Bank commits $13.6b to boost AI sector
Exim Bank will provide 20 trillion won (US$13.6 billion) in financial support to South Korea’s AI sector over the next five years, starting in January 2026.
The state-run lender’s new AX program will offer preferential interest rates, investment in strategic industries, and support for startups in AI.
Exim Bank has also signed partnership agreements with LS Electric, LG Innotek, and HD Hyundai Robotics to promote AI exports and strengthen the sector.
The bank said it will tailor financial support for exports of AI products such as chips, sensors, and energy solutions.
It will also extend export financing and R&D funding to small and mid-sized partner firms involved in overseas projects led by the three companies.

🧠 Food for thought
Implications, context, and why it matters.
The 20 trillion won pledge lacks key details on whether it is new or reallocated
- Korea Exim Bank earlier set 20 trillion won for trade finance to help exporters facing U.S. tariffs 1, so the AX program’s 20 trillion won may be new money or a rename of old pledges.
- The bank plans lower rates, investment in strategic fields, and support for startups. It gives no breakdown of loans, guarantees, or equity. It skips eligibility, pricing, or a disbursement timeline for AI firms.
- Benchmarks against Korea Exim Bank’s annual lending and sector mix would help judge whether this is expansion or a reshuffle. Partners include LS Electric (industrial power and automation). LG Innotek (electronic components) joined. HD Hyundai Robotics (industrial robotics) joined. That focus could limit reach to startups that need capital.
Export credit can lower financing costs for overseas buyers of Korean AI hardware
- Overseas buyers of Korean AI chips, sensors, and energy systems can use Export Credit Agency (ECA) buyer’s credit. Export-Import Bank of the United States (U.S. EXIM) often sets repayment to start about six months after shipment, with semiannual installments 2.
- Korea Trade Insurance Corporation (K-SURE) buyer credit insurance 3 reduces payment risk for foreign purchasers. That can make Korean AI hardware cheaper to finance than options without export credit agency backing.
- Banks and non-bank lenders can work with fintech platforms on ECA-backed AI export deals. They can offer co-financing, currency hedging, or insurance for small and medium-sized enterprise (SME) buyers plus larger corporates.
