S Korea, US ease tariff tensions, plan further talks

South Korea’s Finance Minister Choi Sang-mok announced that recent discussions with the US have decreased uncertainties regarding tariff policies.

He made these comments on April 27, 2025 at Incheon International Airport after trade talks in Washington.

The talks, which took place on April 24, 2025 involved Industry Minister Ahn Duk-geun, US Treasury Secretary Scott Bessent, and US Trade Representative Jamieson Greer.

“We clarified the agenda items and laid the groundwork for future negotiations after reaching a consensus on the discussion schedule,” Choi said.

He also noted that Seoul and Washington will maintain direct and regular communication channels between their financial authorities, allowing for “constructive discussions” on foreign exchange issues.

Both parties agreed to work towards a “package” agreement that will address new US tariffs and issues of economic cooperation by July 8, when the 90-day suspension of tariffs from the previous administration is set to expire.

🧠 Food for thought

1️⃣ Korea-US trade relations have weathered multiple renegotiations amid shifting deficit concerns

The current tariff negotiations represent the latest chapter in a trade relationship that has seen significant revisions since the original KORUS Free Trade Agreement was implemented in 2012.

After KORUS took effect, the US trade deficit with South Korea grew by 75% (from $13.2 billion to $23.1 billion) by 2017, prompting the first Trump administration to pursue renegotiations 1.

The 2018 revised agreement maintained a 25% US tariff on Korean trucks while lifting caps on US auto exports to Korea that previously required meeting Korean safety standards 2.

Despite these adjustments, trade imbalances have persisted, with Korea reaching a record $55.7 billion trade surplus with the US in 2024, creating recurring tension in the relationship 3.

This historical pattern highlights how trade negotiations between the two countries consistently focus on deficit reduction efforts, even as the total trade volume has grown to make South Korea the sixth-largest US trading partner 2.

2️⃣ Economic vulnerability heightens Korea’s stakes in tariff negotiations

South Korea approaches these negotiations from a position of economic fragility, having just recorded its first GDP contraction (-0.1% year-on-year) since the pandemic in Q1 2025 4.
