S Korea to invest over $20b in AI, chips in 2026

South Korea will invest over 30 trillion won (US$20.4 billion) in 2026 to boost AI, semiconductor, and advanced sectors through a new Public Growth Fund, officials said.

The fund is part of a 150 trillion-won (US$102 billion) initiative, one of President Lee Jae Myung’s key economic pledges, aimed at accelerating AI adoption and supporting key industries like chips, secondary batteries, and biotechnology over five years.

According to the Financial Services Commission, next year’s investment includes 6 trillion won (US$4.1 billion) for AI, 4.2 trillion won (US$2.9 billion) for semiconductors, and 3.1 trillion won (US$2.1 billion) for future mobility.

Authorities said they have received about 100 investment proposals totaling 153 trillion won (US$104 billion) from local governments, business circles, and others.

🧠 Food for thought

Implications, context, and why it matters.

South Korea’s Public Growth Fund aims to shift finance toward patient capital (long-term, risk-tolerant funding) for high-tech industries

  • It includes a 75 trillion won government‑guaranteed strategic industry vehicle plus 75 trillion won in private money, with a subordinated tranche (a junior layer designed to absorb first losses) to draw in private investors 12.
  • The Financial Services Commission (FSC) sets a goal to move banks off collateral lending plus loan‑to‑deposit spread models (banks relying on interest margins) 2. It steers finance toward venture capital and KOSDAQ growth (Korea’s tech‑focused stock market for smaller growth companies) 2.
  • Low‑rate loans sit near 2 percent, with about 10 trillion won slated for 2026 21.
  • Roughly 100 proposals worth about 153 trillion won have arrived, while detailed selection rules and RFP dates remain unpublished 1.

Vendors and operators can plan for procurement linked to the 10 trillion won infrastructure pool

  • That pool makes up about one third of the 2026 rollout and backs AI data centers plus high‑tech industrial complexes 12.
  • Semiconductors get 4.2 trillion won in 2026 which opens work across advanced manufacturing, equipment, and other suppliers 1.
  • Cloud and AI compute firms can pursue the 6 trillion won AI bucket 1. The state plans to weave AI into industry, daily life, and public services, which will lift demand for compute plus infrastructure 3.
  • A five‑year runway plus patient capital favors suppliers that plan multi‑year engagement, then partner with Korean integrators or system builders (local firms that assemble and deploy hardware plus software systems) 2.
