Russia starts crypto miner registry to curb illegal mining: report
Russia has launched a national registry for cryptocurrency mining equipment to monitor regions with major mining activity, according to the state-run news agency RIA Novosti.
This initiative is developed by the Ministry of Energy, the Federal Tax Service, and the Ministry of Digital Development.
The registry aims to track energy consumption from mining operations. Authorities intend to use this data to enforce taxes and regulations on mining activities.
This move follows a proposal from the Energy Ministry in February to eliminate unregistered crypto mining.
Simultaneously, Russian authorities have imposed a six-year ban on crypto mining in six regions to address power shortages. The ban will remain in effect until March 15, 2031.
Earlier this year, miners were given the option to report their crypto earnings online, following a tax framework approved by President Vladimir Putin, which will take effect in 2025.

🧠 Food for thought
1️⃣ Russia’s evolving cryptocurrency stance reflects a calculated approach
Russia’s new mining registry represents the latest step in a policy evolution that began nearly a decade ago.
In 2017-2018, Russian authorities initially demonstrated hostility toward cryptocurrencies before President Putin met with Ethereum founder Vitalik Buterin, signaling a potential shift in the government’s position 1.
By February 2019, Putin had mandated the government to finalize comprehensive regulations for digital assets, emphasizing the need for a legal framework to support the digital economy 2.
This gradual shift from skepticism to strategic engagement accelerated with the 2018 proposal of a state-issued CryptoRuble, specifically designed to help circumvent international sanctions 3.
The current mining registry represents the culmination of years of calculated policy development rather than a sudden regulatory impulse.
Russia’s approach demonstrates how nations can transition from resistance to strategic engagement with cryptocurrency when they identify potential economic and geopolitical advantages.
2️⃣ Energy management emerges as a critical driver of crypto regulation
