Ripple to acquire BC Payments for Australian license

Ripple said it will seek an Australian Financial Services License (AFSL) to expand its payments offering across Asia Pacific.

Ripple is a blockchain-based enterprise solutions provider that works with traditional and digital finance firms.

It plans to obtain the AFSL via the proposed acquisition of BC Payments Australia Pty Ltd, which is subject to finalizing the standard completion process.

Ripple said the license would allow Ripple Payments to manage the full lifecycle of a transaction, from onboarding and compliance through funding, FX, liquidity management, and final payout.

🧠 Food for thought

Implications, context, and why it matters.

Ripple’s move comes as Australia tightens rules for foreign firms

  • Australian law can require a foreign company to hold an Australian Financial Services License (AFSL) if its conduct is likely to lead people in Australia to use its financial services, unless an exemption applies 1.
  • Australia has proposed changes that would repeal or replace long-standing exemptions that let some foreign firms operate without a local license. The changes would take effect on April 1, 2025 1.
  • Many overseas firms that relied on regulatory “passporting” (including transitional arrangements), a framework that can let some foreign financial firms serve Australian wholesale clients under certain conditions, may need an AFSL or a different exemption to keep serving those wholesale clients 1.
  • The government also released exposure draft legislation, a draft version published for consultation, that would expand the AFSL regime to cover many payment-related services. It would also add new payment-related financial products, including a category that could capture certain stablecoins, which are cryptocurrencies designed to maintain a stable value 2.

The move targets a crowded and fast-growing Asia-Pacific payments market

  • Ripple is chasing a global cross-border payments market projected at $222.23 billion in 2025 3.
  • Asia-Pacific leads growth, with a projected annual growth rate of 9.16%, helped by real-time payment links such as the connection between India’s UPI (Unified Payments Interface) and Singapore’s PayNow 3.
  • Competition remains intense, with banks, fintechs like Wise, and blockchain firms like Circle. The top 10 providers handle nearly half of all transaction volume 3.
  • Ripple’s licensing push signals that crypto-first firms often need to operate within traditional regulatory systems to compete with established providers 1.
