US reinforces export controls on ASML’s tech for AI, smartphones

The White House has stressed the need to limit the sale of extreme ultraviolet (EUV) lithography equipment in the semiconductor sector.

David Sacks, a technology and trade official, labeled this measure as the “single most important export control” in a statement on the social media platform X on May 23, 2025.

This restriction, originally established during the Trump administration, focuses on advanced chipmaking technologies.

EUV lithography machines, produced solely by Dutch company ASML, are vital for manufacturing high-performance semiconductors used in smartphones and AI chips.

These systems employ extreme ultraviolet light to etch chip circuitry with features as small as 13 nanometers.

ASML’s EUV technology is crucial for creating some of the most advanced chips, which are necessary for modern electronics and AI applications.

1️⃣ EUV lithography represents a critical “chokepoint” in global semiconductor production

Extreme Ultraviolet (EUV) lithography machines are one of the most tightly controlled technologies in the semiconductor industry because they create an effective bottleneck in advanced chip production.

The technology uses light with a wavelength of 13.5 nanometers to create microscopic circuit features smaller than a virus, enabling the most sophisticated chips needed for AI and advanced computing 1.

This highly specialized manufacturing equipment has only one major producer, Dutch company ASML, creating a natural chokepoint that allows for effective export controls without requiring consensus from numerous countries.

The “Chokepoint Theory” underlies much of the U.S. semiconductor control strategy, focusing restrictions on technologies where the supply chain has very limited producers, all located in allied countries 2.

Restricting this specific technology effectively implements what policy experts call a “Small Yard, High Fence” approach, tightly controlling a few critical technologies while allowing broader market access to less sensitive ones.
