US regulations threaten Samsung’s China AI chip sales
Samsung Electronics may face challenges due to recent US regulations restricting the export of advanced AI semiconductors to China, its largest market for chip sales.
These new rules could impact Samsung’s high-bandwidth memory (HBM) chip business.
The US has expanded licensing requirements for chipmakers, including Nvidia and Intel, to sell AI processors to clients in China.
This move may also affect Chinese AI chipmakers, complicating Samsung’s regulatory navigation.
China made up 31% of Samsung’s sales in 2024, driven by Chinese companies stockpiling HBM chips ahead of US restrictions.
Although direct exports of HBM chips are restricted, Samsung’s products still reach China via third-party suppliers such as CoAsia Electronics.

1️⃣ China’s domestic memory manufacturers are rapidly closing the technological gap
China’s response to U.S. export controls has accelerated domestic semiconductor development, directly threatening Samsung’s market position beyond just regulatory challenges.
ChangXin Memory Technologies (CXMT) has made particularly impressive progress, achieving 80% yield in DDR5 production and targeting 90% by 2025, while also developing HBM2 capabilities critical for AI applications 1.
