Philippine fintech firm Salmon secures $100m for growth

Salmon Group raised US$100 million to support its expansion in the country through US$60 million in new equity and a US$40 million public bond issuance.

The equity round was led by Spice Expeditions and included participation from Washington University, Investment Management Company (WUIMC), Moore Strategic Ventures, FJ Labs, and other existing inverstors.

The company will use the funds for product development, distribution, Salmon Bank’s capitalization, and growth in its lending portfolio.

Salmon said the financing round was oversubscribed.

🧠 Food for thought

Implications, context, and why it matters.

The funding structure differs from the company’s announcement

  • The package does not match the company’s US$100 million announcement 1.
  • It combines US$28 million in equity with a US$60 million drawdown from a US$150 million Nordic bond framework agreement. This was the first such issuance by a Southeast Asian tech firm 1.
  • Spice Expeditions, LP led the equity round 2.
  • Other backers include the International Finance Corporation, the World Bank’s private-sector investment arm 2.
  • ADQ/Lunate, an Abu Dhabi sovereign wealth fund, also joined 2.
  • Salmon gained banking credentials after approval to buy a controlling stake in the Rural Bank of Sta. Rosa (Laguna), a local Philippine bank 2.

A rural-bank acquisition strategy is creating a new class of digital lenders

  • Salmon is part of a broader pattern. Foreign-owned fintech firms are buying small rural banks and using them to launch digital banking platforms. That has raised questions about mandate, competition, and regulatory limits 3.
  • This route can be easier than applying for a digital bank license, which carries a minimum capital requirement of US$17 million (P1 billion) 3.
  • The shift strains traditional rural banks, which long served agriculture and underserved communities. Some fintech firms instead target consumer lending across the country 3.
  • It will step in if a rural bank moves too far toward a digital bank model, said Bangko Sentral ng Pilipinas 3. That can include compliance with digital bank rules, including the US$17 million (P1 billion) minimum capital requirement 3.
