PH fintech firm GCash secures $30m MSME facility from ADB
The Asian Development Bank (ADB) has approved a 1.75 billion peso (US$30 million) loan facility to Fuse Financing, the lending arm of GCash, to expand credit access for MSMEs and women entrepreneurs in the Philippines.
The first-of-its-kind partnership in ASEAN was launched on February 6 at the SMX Convention Center in Taguig City, aiming to improve financial inclusion for underserved sectors.
The loan is supported by funding from the Mastercard Impact Fund and up to US$125,000 in technical assistance from ADB for product development and digital literacy.
More than 250 MSMEs joined financial literacy workshops during the launch, as the partnership seeks to drive inclusive growth through digital lending and education.

🧠 Food for thought
Implications, context, and why it matters.
GCash’s lending arm secured the ADB loan through scale and stated risk controls
- The $30 million loan adds to an operation that has already disbursed more than P155 billion (about $2.7 billion) to 5.4 million Filipinos, according to GCash 1.
- GCash says 86% of GLoan users are first-time formal borrowers, which supports financial-inclusion aims 2.
- Fuse says it uses AI in collections operations (the process of getting borrowers to repay), including quality assurance, to support responsible collections practices and customer protection 3.
- The financing adds another funding source for Fuse. Fuse executives said at an ADB-hosted forum that co-lending and off-book funding partnerships (capital provided without putting loans on the fintech’s own balance sheet) can ease capital limits and help lending grow 4.
The partnership points to rising confidence between development banks and fintech lenders
- The deal offers a template for fintechs in Southeast Asia trying to secure institutional capital, using digital platforms as channels for development funds.
- It backs a model where established financial institutions use fintech distribution networks. In this case, GCash says more than 94 million users have tried GCash, which can help route funds to micro, small, and medium-sized enterprises (MSMEs) 5.
- Bangko Sentral ng Pilipinas (BSP, the Philippines’ central bank)-cited data links this approach to reaching borrowers blocked by documentary requirements and distance from financial institutions 2.
- With development funding tied to financial-inclusion goals, the structure could carry to other emerging markets and shape how governments and international bodies pursue inclusion targets 1.
