PH central bank to halt new digital bank licenses starting December

The Bangko Sentral ng Pilipinas (BSP) will stop accepting new digital bank license applications starting December 2025.

The BSP’s Monetary Board approved the moratorium on September 18, 2025, with no set end date.

Applicants must submit complete applications by November 30, 2025, and these will be assessed in order of submission.

Currently, six digital banks operate in the Philippines, including UNO Digital Bank, Tonik, UnionDigital, Maya, GoTyme, and Overseas Filipino Bank.

The BSP said the pause aims to balance digital innovation with financial stability.
