Paytm subsidiary invests $2.1m in UAE payments unit

Paytm Cloud Technologies Ltd (PCTL), a subsidiary of fintech company Paytm, has launched a wholly owned subsidiary in the United Arab Emirates (UAE).

The new entity, called Paytm Arab Payments LLC, aims to offer technology-driven merchant payments and financial services in the region.

According to an exchange filing, PCTL’s board approved an investment of 8 million dirhams (US$2.1 million) to acquire 80,000 equity shares in the subsidiary.

Paytm stated that no governmental or regulatory approvals were needed for its incorporation.

This expansion follows Paytm’s January 2025 announcement regarding plans to establish subsidiaries in the UAE, Saudi Arabia, and Singapore.

🧠 Food for thought

1️⃣ Paytm’s UAE push follows historical pattern of leveraging regulatory challenges into opportunities

Paytm’s international expansion comes at a critical moment following the RBI’s crackdown on its payments bank operations in India, echoing its previous strategic pivots.

This pattern of turning regulatory challenges into expansion opportunities mirrors how Paytm transformed during India’s 2016 demonetization, when its user base surged from 30 million to 200 million in just one year as the company positioned itself as a digital alternative during the cash crisis1.

Following that regulatory shock, Paytm expanded from a simple mobile wallet into a comprehensive digital ecosystem including e-commerce, financial services, and insurance—a diversification strategy that attracted major investments from Alibaba, SoftBank, and eventually Berkshire Hathaway2.

The UAE expansion represents a strategic response to regulatory pressure, with Paytm seeking to leverage its existing technology stack in markets with less regulatory hurdles while creating alternative revenue streams independent of its challenged Indian banking operations.

2️⃣ UAE offers strategic advantages as fintech expansion target beyond regulatory arbitrage

The UAE represents a calculated choice for Paytm’s first major international subsidiary, offering specific market advantages that align with its technology portfolio.

The UAE’s fintech sector is projected to reach $3.56 billion by 2025, growing at 12.56% annually, making it one of the fastest-growing markets globally for digital payment solutions3.

The country hosts approximately 25% of all fintech companies in the MENA region, providing Paytm with a concentrated ecosystem of potential partners, clients, and investment opportunities3.
