Paytm expands overseas with Indonesia, Luxembourg units
Paytm’s parent company, One97 Communications, is expanding overseas by setting up new subsidiaries in Indonesia and Luxembourg and bringing in a new investor for its UAE payments arm.
Paytm Cloud Technologies, a unit of One97 Communications, will set up subsidiaries in Indonesia and Luxembourg to expand its merchant payments and financial services.
Paytm plans to invest up to 25 crore rupee (US$ 2.79 million) in each of the two new subsidiaries.
In the UAE, Paytm Arab Payments will issue new shares to Abbar Global Opportunities Holdings, a special purpose vehicle of Mohamed Ali Rashed Alabbar, founder of Emaar Properties.

Luxembourg speeds Europe expansion over country-by-country licensing
- Paytm’s Luxembourg subsidiary can obtain a Payment Institution (PI) or Electronic Money Institution (EMI) license from the CSSF (Commission de Surveillance du Secteur Financier, Luxembourg’s financial regulator). This enables passporting across the European Economic Area (EEA) to offer the same services in other member states 1.
- Applications carry a €30,000 filing fee 1. EMI status needs €350,000 in initial capital, and approvals often take 6 to 12 months 2.
- After approval, the entity appears in Luxembourg’s national register and in the European Banking Authority (EBA) central register 3. That listing signals EU-wide credibility.
- Country-by-country rollout means navigating 27 or more frameworks with capital rules in each EU market.
Indonesia’s PJP tiers shape Paytm’s local partner options
- Bank Indonesia sets three license tiers for a Payment Service Provider (PJP) 4. Category 1 covers full services with IDR 15 billion minimum capital; Category 2 covers payment initiation or acquiring with IDR 5 billion. Category 3 covers remittance with IDR 500 million to 1 billion. IDR is the Indonesian rupiah.
- OVO, GoPay, ShopeePay already hold these licenses 4. They bring large merchant networks.
- Investors and payment infrastructure vendors can map which entities hold Category 1 licenses to find strong partners. These firms can offer the full services Paytm needs for market entry.
- Rules in place since July 2021 set risk management and security standards by tier 4. Providers fall into Systemic, Critical, or General groups. The group drives oversight, compliance costs, and partner appeal.
