PayPal, Bitcoin.com join UAE’s multinational hub

Several multinational firms have set up new regional headquarters in the United Arab Emirates in 2025, reinforcing the country’s status as a global business center.

PayPal opened its first Middle East and Africa regional headquarters in Dubai in April, serving over 80 markets.

Veon, a Nasdaq-listed telecom company, relocated its global headquarters to Dubai, while Partners Group, a private equity firm, launched a regional office in Abu Dhabi in June.

Bitcoin.com joined the DMCC Crypto Centre, and Fortress Investment Group announced plans for an Abu Dhabi office in May.

Major tech and finance companies such as Meta, Google, Oracle, Microsoft, Amazon, Cisco, Visa, and Mastercard have also established regional bases in the United Arab Emirates.

🧠 Food for thought

1️⃣ Economic diversification strategy creates foundation for headquarters appeal

The UAE’s success in attracting global headquarters in 2025 builds on years of systematic economic transformation away from oil dependence.

By 2019, non-oil industries were already contributing over 70% to the federal government’s income, demonstrating the success of diversification efforts that began decades earlier2.

This economic foundation provided the stability and infrastructure that companies like PayPal and Veon needed when establishing their regional and global headquarters in Dubai during 20251.

The transformation is particularly significant given that in 2014, the non-oil sector contributed 68.6% to the national economy, with plans to increase this to 80% by 20213.

This diversified economic base means companies relocating headquarters aren’t just accessing oil wealth, but tapping into a genuinely varied economy spanning technology, finance, and trade sectors.

2️⃣ High-level rankings translate directly into corporate headquarters decisions

The UAE’s ranking as the second most attractive emerging market in the Kearney Foundation’s FDI Confidence Index 2025 coincided with major corporate relocations the same year1.

This timing suggests that formal investment climate assessments influence headquarters location decisions by multinational corporations.
