Oracle plans to raise $20b for AI, cloud expansion

Oracle plans to raise US$20 billion through bond and share sales, regulatory filings showed on November 2, to fund its AI and cloud infrastructure expansion.

The company said it would use the proceeds for general corporate purposes, including capital spending, debt repayment, acquisitions, dividends, and share buybacks. The bond offering includes six tranches maturing from 2029 to 2046.

Oracle shares fell nearly 6%, extending their roughly 33% decline this year through October 30. Oracle also reported triple-digit growth in cloud infrastructure revenue.

Investors have focused on Oracle’s exposure to OpenAI. OpenAI announced a 4.5-gigawatt partnership with Oracle for Stargate, and later announced five new sites with Oracle and SoftBank.

Separately, S&P Global affirmed Oracle’s BBB credit rating with a negative outlook in September 2025.
