OpenAI, White House discuss possible US stake

OpenAI CEO Sam Altman and the White House are discussing a possible US government stake in the company, according to a person familiar with the talks.

The discussions began more than a year ago, after Altman first raised the idea with the Trump administration in 2025, and continued this week in Washington.

One option under discussion is for OpenAI to donate equity to help seed a sovereign wealth fund-style vehicle, though no terms have been finalized.

Senator Bernie Sanders said he discussed the sovereign wealth fund concept with Altman.

President Donald Trump’s February order on a sovereign wealth fund said it should promote fiscal sustainability, reduce tax burdens, and strengthen long-term US economic and strategic leadership.

It also directed the Treasury and Commerce secretaries to produce a plan covering funding mechanisms, investment strategies, structure, and governance. The order did not specify target assets or companies.

OpenAI said in May that its nonprofit would retain control as it restructures its operating subsidiary into a public benefit corporation.

Under the plan, employees, investors, and the nonprofit could own equity, and the nonprofit is expected to keep a majority stake.
