OpenAI to deploy AI models on Pentagon classified networks

OpenAI CEO Sam Altman clarified that the company “doesn’t get to make operational decisions” about how the Department of Defense (DoD) uses its AI. While the Pentagon seeks OpenAI’s technical input on model safety, Altman noted that final operational authority rests with the military agency.

The new arrangement marks a significant expansion from a US$200 million contract in 2023 for nonclassified use; OpenAI’s models will now be deployed on the department’s classified networks.

Altman defended the deal on X, admitting the announcement “looked opportunistic and sloppy” due to its timing. The move follows a similar agreement by Elon Musk’s xAI, which has also committed to deploying its models for classified military use cases.

🧠 Food for thought

Implications, context, and why it matters.

OpenAI’s deal leans on legal limits that Anthropic refused

  • The disagreement that led to OpenAI’s deal focused on how to put ethical red lines into a contract. Both sides agreed some limits should exist.
  • Anthropic wanted its contract to explicitly ban domestic mass surveillance and fully autonomous weapons 1.
  • OpenAI’s deal instead lets the Pentagon use its technology for “any lawful purpose” 2.
  • The agreement ties guardrails to existing laws and Pentagon directives. Critics say those rules can bend and have backed broad surveillance programs before 2.

Pentagon pushback may discourage tech firms

  • The government’s response to Anthropic could influence how other tech companies handle defense work.
  • After Anthropic rejected the Pentagon’s terms, it received a “supply chain risk” label. The label is described as unprecedented for a U.S. company 3.
  • The restrictions go beyond a single contract. Defense Secretary Pete Hegseth said that no contractor, supplier, or partner that does business with the United States military may conduct any commercial activity with Anthropic 1.
  • The action suggests that companies trying to set their own ethical boundaries for Department of Defense AI use could face lost deals plus wider business fallout 3.
