OpenAI said on November 3, that Jill Hazelbaker will join as chief corporate affairs officer and lead global communications and corporate positioning.

OpenAI already had a chief global affairs officer, Chris Lehane. The announcement did not say whether Hazelbaker would report to Lehane or how their responsibilities would be divided.

Hazelbaker joins from Uber, where she spent a decade and most recently served as president and chief corporate affairs officer. In that role, she oversaw communications, marketing, public policy, safety, and people teams.

The hire comes as the European Union’s AI Act sets obligations for general-purpose AI providers. OpenSecrets also has a 2026 federal lobbying profile for OpenAI and listed lobbyists working on the company’s behalf in 2025.
