OpenAI reportedly proposes giving US government a 5% stake

OpenAI has reportedly proposed giving the US government a 5% stake as it seeks to ease political pressure in Washington, according to two people familiar with early talks between CEO Sam Altman and the Trump administration.

It is unclear whether the Trump administration will pursue the idea.

The proposed arrangement would also have other US AI companies cede similar stakes to the government, though it is unclear whether rival AI labs would take part.

The proposal would have precedent. The US government already holds a 9.9% stake in Intel under a 2025 deal.

A Center for Strategic and International Studies analysis said Washington has shifted toward taking equity stakes in strategic private companies.

Any such holding could also raise questions about government procurement and oversight.

Federal rules require avoiding conflicts, and even the appearance of conflicts, in relationships between the government and its contractors.
