OpenAI plans a data center complex in Effingham County near Savannah, Georgia, with 3.2 gigawatts from Georgia Power for ChatGPT and AI software.

Several hundred megawatts are due online in 2028, with the rest running through 2032.

The company said it committed $20 billion there to qualify for an incentive package up for a vote this week.

Sachin Katti, OpenAI’s vice president of compute strategy, said the project would probably cost more than US$30 billion at full scale.

The site is part of OpenAI’s Stargate push, though the company said projects now involve different combinations of partners rather than a fixed structure.

A 3.2-gigawatt campus would be more than triple the 1-gigawatt size that industry analysis treats as a benchmark for AI data centers.

OpenAI said it was seeking partners to finance and develop the site and might operate part of it.

The company also said it would pay the full cost of power and infrastructure for the Georgia data centers.

Georgia Power said large data center customers pay upfront for local infrastructure.

Regulators and consumer advocates have debated whether broader capacity expansion could leave other ratepayers exposed if demand falls short.
