OpenAI pauses UK Stargate project over energy costs

OpenAI has paused its Stargate infrastructure project in the UK.

The company said it will resume the project when conditions such as regulation and energy costs better support long-term infrastructure investment.

Stargate is OpenAI’s plan to expand the computing capacity needed to train and run its AI models, with its first campus in Texas and similar projects underway in Norway and the United Arab Emirates (UAE).

The pause is a setback for Prime Minister Keir Starmer’s plan to position Britain as an AI hub.

OpenAI said it will continue working with the UK government on a separate agreement to provide ChatGPT and other services for public services.

The UK’s AI plan runs into a power grid under strain

The UK government created “AI Growth Zones” to clear hurdles for AI build-outs, including steep power prices and slow connections to the electricity network, issues OpenAI cited when it paused the UK part of its Stargate project 1.
The plan seeks to shorten connection waits by as much as five years and offers big price breaks on energy, including up to a 24 pounds (US$32)/MWh cut in Scotland 2.
These perks land in a system where the connection line is already “vastly oversubscribed” 1.

In Texas, OpenAI and Oracle chose not to move forward with a 600-megawatt expansion at their Abilene Stargate campus after weighing a bigger build-out, then placing added capacity elsewhere. One reported reason was OpenAI’s preference for Nvidia’s next-generation Vera Rubin chips over the Nvidia Blackwell graphics processing units (GPUs) planned for Abilene 6, 5.
This gap can lead companies to revisit long-range infrastructure bets, which makes pauses and site shifts more likely.
