OpenAI expands London base with first permanent office
OpenAI has signed a lease for its first permanent London office as the US AI company expands its London presence.
The company said it currently has about 200 employees in the UK capital and would make London its largest research hub outside the US.
The office expansion comes after OpenAI halted a major AI infrastructure project in the UK.

🧠 Food for thought
Implications, context, and why it matters.
OpenAI is betting on UK talent, not UK infrastructure
- The London office growth comes after OpenAI put its “Stargate UK” data center plan on hold. That project tied to a broader 31 billion pounds (US$39 billion) UK tech investment package announced last September 1.
- OpenAI blamed steep power prices plus regulation. UK industrial electricity rates already ran higher than US levels, even before recent geopolitical shocks 1, 2.
- Legal uncertainty also weighed on the decision. One open question was whether the UK would change the law to let AI companies train systems on copyrighted works 1, 2.
- Concerns also linger around Nscale, OpenAI’s partner on Stargate UK. Scrutiny has reached a separate UK supercomputer project linked to Nscale, where the proposed site was described as still undeveloped 3.
The move widens the split between AI brains and brawn
- OpenAI’s London build-out steps up the fight for AI researchers with Google DeepMind, Google’s AI research unit, which employs about 2,000 staff in the UK 4.
- Hiring more researchers while shelving a data-center plan suggests talent and physical AI build-outs can follow different tracks 1.
- Strong universities alone may not bring in the energy-hungry computing sites that run AI models 1.
- The pattern could speed up a global shuffle. Research clusters may stay in talent-rich cities, while huge data centers land in places with cheaper and plentiful energy 1.
