OpenAI CEO criticizes Anthropic, backs stronger gov’t power

OpenAI CEO Sam Altman said at a Morgan Stanley conference that governments are supposed to be more powerful than private companies and took subtle swipes at rival Anthropic.

Anthropic, clashed with the Department of Defense (DoD) over model use and was labeled a “Supply-Chain Risk to National Security” by Defense Secretary Pete Hegseth in a post on X before President Trump directed agencies to “immediately cease” using Anthropic technology.

Hours after Anthropic was effectively blacklisted by the DoD, OpenAI announced it had formed its own agreement with the department.

Altman conceded the announcement “looked opportunistic and sloppy” but said the intention was to de-escalate the situation.

He also said it would be bad for society if companies abandoned their commitment to the democratic process because they disliked current leaders.

🧠 Food for thought

Implications, context, and why it matters.

The dispute was over specific AI red lines, not just business terms

  • Anthropic drew the “Supply-Chain Risk to National Security” label after it would not drop contract clauses that barred its AI from mass domestic surveillance and fully autonomous weapons 1.
  • The Department of Defense (DoD) demanded permission for “any lawful use” and “all lawful purposes” 1.
  • The government then applied a “supply chain risk” tag. The move appears unprecedented for a U.S.-owned company since the tool usually targets foreign-adversary supply chain threats 23.
  • Legal analysts say the step likely goes beyond the procurement authority. They object to any framing as punishment or a sweeping curb on contractors’ commercial dealings instead of a narrow response to a real supply-chain threat 23.

The Pentagon’s tactics may reshape how AI firms negotiate defense terms

  • The label gives AI firms a strong reason to accept defense terms since refusal can trigger a security-risk designation 4.
  • OpenAI’s deal came hours after President Trump’s directive and Defense Secretary Pete Hegseth’s supply-chain-risk action against Anthropic. It set a precedent by taking the government’s “any lawful use” standard, which relies on existing law that critics say has allowed mass surveillance 15.
  • Other labs may drop their own ethical red lines and follow government-set legal limits. That change shifts leverage toward the Defense Department in contract talks 4.
  • The episode also stirred pushback at other tech companies. More than 100 Google workers sent a letter seeking similar limits on U.S. military use of the company’s Gemini models 6.
