OpenAI adds new teen safety principles to model spec

OpenAI has updated its model spec to include new principles focused on protecting teens aged 13 to 17.

The U18 Principles emphasize safety, transparency, and age-appropriate support, with input from external experts including the American Psychological Association.

The guidelines prioritize teen safety, promote offline relationships, and encourage transparency about AI capabilities.

Safeguards address sensitive topics such as self-harm, sexual content, and risky behaviors, especially when users identify as minors.

OpenAI plans to add an age-prediction feature to apply teen protections when account age is uncertain.

The company is also developing parental controls, family resources, and expert partnerships to strengthen teen safety.

🧠 Food for thought

Implications, context, and why it matters.

Probe real-world accuracy, bias, and default safeguards

  • Request the rate at which the age prediction model (a machine learning system that estimates a user’s age and applies under-18 safeguards when confidence is low) places users into the U18 experience.
  • Ask for false positive and false negative rates by demographic. Vendors often tout >99% accuracy for facial recognition, which can hide subgroup gaps 1.
  • Demand defined escalation and recovery paths for higher-risk conversations. Include self-harm or suicide. Include romantic or sexualized roleplay. Include graphic or explicit content. Include dangerous activities or substances. Include body image or disordered eating. Include requests to keep secrets about unsafe behavior. Specify how the assistant de-escalates, then routes to crisis resources in imminent risk.
  • Check for opt-out and verification flows for adults who were misclassified as teens. The system defaults to U18 when age confidence is low, then lets adults verify to adjust their experience.
  • Weigh this approach against privacy-preserving and interoperable age proofs 2. Use Zero-Knowledge Proofs (ZKPs) in digital wallets like Google Wallet that enable selective disclosure with no per-check billing to compare privacy and cost trade-offs.
  • Assess whether protections match industry checklists 3. Confirm global document coverage. Confirm liveness verification that a real person is present. Confirm deepfake detection. Then examine if strict rules raise false rejections that harm user experience (UX).

Monetize low-friction, privacy-preserving age assurance

  • API startups and identity vendors can ship reusable, double-blind age-proof SDKs (software development kits) modeled on Google Wallet or European Union Digital Identity (EUDI) wallets. Zero-Knowledge Proofs (ZKPs), selective disclosure, and no per-check fees cut friction and cost 2.
  • Consumer platforms, games, and marketplaces can add third-party checks when ML confidence is low. Veriff (an identity verification provider) supports 10,000+ ID types and uses biometric selfie checks, face match plus liveness, to cut impersonation risk 4.
  • Growth and product teams can use no-code orchestration, such as HyperVerge ONE, to launch onboarding flows up to 5x faster and track conversion with built-in analytics 1.
  • Compliance leaders and investors can back interoperable networks, such as OpenAge or AgeAware, which reuse privacy-preserving age tokens across services via double-blind trust chains 2. This cuts repeated checks and compliance overhead.
  • Trust & Safety (T&S) operations can set testing, monitoring, and clear service-level agreements (SLAs) for edge cases. Follow implementation playbooks that warn against overly strict rules 3. Stress end-to-end liveness and deepfake defenses.
