Singapore tops AI maturity, 21% reach advanced levels: study
Notion, a US-based workspace software firm, said in its 2026 AI study that Singapore ranked highest for AI maturity among the surveyed markets.
The study found that 21% of organizations in Singapore were at Levels 3 or 4 in its maturity model, compared with a 12% global average.
The report said 38% of Singapore’s most advanced AI organizations cited government policy as a driver.
It also found Singapore had the world’s narrowest AI confidence gap, with 48% of decision-makers and 39% of knowledge workers reporting high confidence in their organization’s AI capabilities.
Separate data from Singapore’s Ministry of Manpower showed 71.5% of organizations had not adopted AI, and 3.8% had integrated it into core business processes.
In a 5 June 2026 parliamentary speech, the ministry said about three in 10 firms had adopted AI, and seven in 10 AI-using firms were already seeing productivity gains.
The ministry said the main barriers to AI adoption were implementation costs, a lack of in-house expertise, and, for smaller firms, an unclear strategy.
Separately, Singapore has set aside more than S$400 million (US$312 million) for its Enterprise Workforce Transformation Package.
The government also said eligible businesses will receive S$10,000 (US$7,800) under a redesigned SkillsFuture Enterprise Credit later in 2026.
