Netflix appoints ex-Trump, Obama adviser to lead global policy

Netflix has appointed Clete Willems as its chief global affairs officer, reporting to co-CEO Ted Sarandos.

Willems previously served in the Trump and Obama administrations and most recently worked at law firm Akin Gump.

In his new role, he will lead Netflix’s global policy strategy but not oversee communications.

Netflix is still seeking a head of communications after key executives exited in October 2023.

🧠 Food for thought

1️⃣ Streaming’s fragmented policy landscape requires specialized representation

Netflix’s hiring of a veteran trade attorney highlights how streaming companies face unique regulatory challenges that don’t align with traditional entertainment or tech industry groups.

The company was the first streamer to join the Motion Picture Association in 2019, yet also helped form the Streaming Innovation Alliance in 2023 to create a unified streaming lobbying voice separate from social media platforms 1.

This strategic approach reflects the industry’s complex position. Netflix needs representation on issues like content regulation that affect traditional studios while simultaneously addressing streaming-specific concerns about bandwidth costs and digital trade that don’t impact legacy media companies.

Operating in over 190 countries creates unique policy challenges requiring specialized expertise in international trade negotiations, which aligns perfectly with Willems’ background in both the Trump and Obama administrations 2.

The appointment demonstrates how streaming companies must navigate a regulatory middle ground between social media platforms (focused on content moderation and data privacy) and traditional media (concerned with ownership rules and content quotas).

2️⃣ Netflix’s policy priorities shift as business model evolves beyond subscriptions

Willems joins Netflix as the company’s revenue strategy increasingly incorporates advertising, with 45% of new subscribers now choosing the ad-supported tier in markets where it’s available 3.

This business evolution creates new policy considerations. Netflix forecasts ad revenues reaching $0.95 billion in 2024 and growing to $1.24 billion by 2025, requiring engagement with advertising regulations across global markets 3.

The company’s advertising expansion is reflected in its trade group memberships, including joining the Interactive Advertising Bureau to influence digital advertising policies [original article].
