Naver partners with India’s TCS on AI, cloud

South Korea’s internet company Naver and Tata Consultancy Services, India’s largest IT services firm, have formed a strategic partnership.

The two will build and sell AI and cloud services in India for sectors including banking, manufacturing, and retail.

The agreement was signed at the Korea-India Business Forum in New Delhi during South Korean President Lee Jae Myung’s state visit to India.

Naver CEO Choi Soo-yeon and TCS country head Ujjwal Mathur were in attendance.

The companies said they will develop localized AI applications and cloud services for Indian clients.

The deal gives Naver a route into India’s large enterprise market as it expands beyond South Korea.

🧠 Food for thought

Implications, context, and why it matters.

Naver’s established AI work pairs with a large local partner

  • Naver has built its AI work since 2017 and put 1 trillion Korean won (US$756.8 million) into AI research and development over the past three to four years 1, 2.
  • Its flagship model HyperCLOVA X uses high-quality Korean-language training data with Korean cultural and contextual understanding, while also supporting multiple languages. That gives it value for localization in markets beyond English-first systems 3, 4.
  • Tata Consultancy Services (TCS) adds reach with US$2.3 billion in annualized AI revenue in FY26, the company’s fiscal year ending March 2026 5.
  • One memorandum of understanding (MoU), a preliminary business agreement, names India’s mapping services market as a target for the partnership 6.

A non-Western AI tie-up targets local services and new infrastructure

  • The alliance gives two non-U.S. companies a path into localized AI, cloud, and wider digital transformation work in non-English markets 3, 7.
  • It also tracks a change in IT services as TCS expands past consulting into infrastructure. The company plans to invest US$2 billion through HyperVault, a platform focused on AI computing capacity 5.
  • That can produce a fuller stack from Naver’s model work and its partnership with Samsung Electronics on AI semiconductor chips to enterprise applications and deployment run by TCS 1.
  • This approach can add pressure on global cloud providers that package foundation models, large AI models trained on broad datasets, with infrastructure. The deal details provided here do not use the term “sovereign AI” 3, 5.
