Naver, Kakao boost AI maps as Google gets Korea data approval

The South Korean government approved Google’s request to export 1:5,000-scale map data—crucial for high-precision navigation and autonomous driving—overseas.

Under the approval, Google must process raw maps on a domestic partner’s servers and export only limited navigation layers.

As of January, Naver Map had 28.8 million monthly active users while Kakao Map had 12.6 million and Google Maps had 9.98 million.

Google has integrated its Gemini generative AI model into Maps overseas to add personalised features.

To compete, Naver is developing its “Agent N” AI assistant, while Kakao plans to launch its “Kanana” AI agent and further integrate ChatGPT into its ecosystem.

Kakao added ChatGPT for Kakao last October in partnership with OpenAI to link queries to services including Kakao Map, KakaoTalk Reservations, and KakaoTalk Gifts.

🧠 Food for thought

Implications, context, and why it matters.

Google’s map approval follows nearly two decades of tension and trade pressure

  • The move ends a dispute that started in 2007. South Korea had rejected Google’s requests on national security grounds, citing fears North Korea could misuse the data 1.
  • U.S. officials called South Korea’s data localization rules a possible nontariff trade barrier. The government did not say the approval was formally tied to those talks 1.
  • Google must handle the data on domestic servers. It also must strip geographic coordinates for South Korean territory from its global services and leave contour line data out of exported materials 1.

Local giants pivot from maps to agentic AI across commerce and messaging

  • Google’s arrival speeds up a shift at South Korean tech companies Naver and Kakao. They now compete on bundled AI services rather than map accuracy alone 2.
  • Both are building agentic AI, AI assistants that carry out tasks such as purchases or reservations instead of only answering questions 3.
  • Naver is weaving its AI into its commerce platform. The platform hosts more than 600,000 merchants and turns searches into purchases 4.
  • Kakao is remaking its KakaoTalk messaging app into a service hub. Its AI will draw on chat context to help with gifting or booking 2.
