Musk’s xAI to invest $20b in Mississippi data center project
XAI, Elon Musk’s AI company, will spend US$20 billion on a new data center in Southaven, Mississippi, according to an announcement by Governor Tate Reeves.
The project, named MACROHARDRR, will be xAI’s third data center in the greater Memphis area.
xAI’s CFO said the cluster will host a supercomputer with 2 gigawatts of computing power.
Reeves said this marks the largest private investment in Mississippi’s history and expects it to create hundreds of permanent jobs and thousands of subcontracting roles.
Local and state governments will provide incentives, including waiving all sales, corporate income, and franchise taxes for the development, as well as reduced property taxes.

Mississippi’s $20 billion xAI deal omits infrastructure details
- The announcement of a 2-gigawatt AI supercomputer in Southaven leaves out details about power sourcing and grid capacity. It does not say whether TVA (a federally owned regional power utility) or another utility will supply firm capacity (guaranteed, non‑interruptible power), what interconnection timelines apply, or whether power purchase agreements (PPAs) exist.
- xAI’s existing Memphis Colossus facility needed 35 unpermitted temporary gas turbines for power 1. Its approved expansion adds 150MW of grid power through a new substation 2. That raises questions about how Southaven will power a 2 GW system without a repeat of makeshift generation that drew pollution complaints.
- There are no public utility agreements or environmental permits for cooling systems and backup generators (typically required for large industrial sites). Capital and operating costs remain unverifiable.
Network gaps open doors for carriers and peering
- Memphis has “Low” connectivity with only 18 dark fiber providers and sparse infrastructure 3. Dark fiber refers to unused fiber‑optic strands that network operators can lease and light for their own traffic. xAI’s three‑facility cluster will strain backbone capacity (long‑haul transport) and require diverse routing (multiple independent paths for resilience) that the current buildout does not meet.
- Windstream (a telecommunications network operator) launched a 455‑mile Tulsa‑Little Rock‑Memphis dark fiber route 4. Few providers leave room for builds aimed at hyperscale (very large‑scale) AI data center needs, and IX plus colocation operators can add local peering points to cut latency plus transit costs for xAI’s clusters. That can draw cloud and content providers to the region.
