🧠 Food for thought
Implications, context, and why it matters.
MobiFone’s new venture challenges a long-standing payments monopoly
- MobiFone Digital Payments Joint Stock Company (MDP) became the second entity licensed by the State Bank of Vietnam to provide financial switching and electronic clearing services 1.
- National Payment Corporation of Vietnam (NAPAS) has long held this market in practice. NAPAS still calls itself the payment intermediary licensed to provide these services in Vietnam 2.
- New rules opened the door for MDP. Its charter capital of VNĐ300 billion (about US$12 million) meets the minimum capital threshold for financial switching, international financial switching, and electronic clearing under Decree 52/2024/NĐ-CP 13.
- MobiFone Telecommunications Corporation, a leading state-owned mobile network operator in Vietnam, backs the venture. The move brings a new player into core payments infrastructure 4.
Vietnam is engineering competition to upgrade its digital economy
- By granting a second license, Vietnam is using state-guided rivalry to push upgrades in financial switching and electronic clearing 5.
- The new entrant could reduce fees and raise service quality across fintech and e-commerce. Until now, much of the ecosystem depended on a single licensed provider for these rails 2.
- The government pairs market entry with strict capital and security rules. This approach narrows access to well-resourced firms while keeping oversight of essential systems 36.
