Mistral AI, Samsung in talks on memory chips

Mistral AI, a French AI startup, is in talks with Samsung Electronics for advanced memory chips after CEO Arthur Mensch visited Samsung’s Hwaseong campus in South Korea this week to discuss cooperation on AI memory, according to industry sources.

Mensch met Jun Young-hyun, vice chairman overseeing Samsung’s semiconductor business, during French President Emmanuel Macron’s state visit, and also met Chairman Lee Jae-yong at a state luncheon.

Mistral, founded in 2023, is preparing to open a data center near Paris in Q2 with about 14,000 Nvidia GPUs and 44 megawatts of initial power, a buildout that would lift demand for high-bandwidth memory, which Samsung is one of three chipmakers producing.

🧠 Food for thought

Implications, context, and why it matters.

A negotiation driven by shared constraints

  • The meeting goes beyond a routine sales talk. It surfaces a supply risk for both firms.
  • Mistral raised US$830 million in debt for a new data center. It plans about 14,000 Nvidia GPUs. Full rollout hinges on High Bandwidth Memory (HBM), a specialized type of memory used in AI accelerators. SK hynix and Micron say 2026 HBM capacity is sold out or already full 1.
  • Samsung has struggled with HBM yields and customer qualification. It has also said it supplies HBM3E (a newer generation of HBM) to AMD. By September 2025, it cleared Nvidia’s qualification hurdle for 12-layer HBM3E, with limited initial volumes 2.
  • An agreement could add another HBM buyer for Samsung. Mistral would gain access to supply in a constrained market led by SK hynix, Samsung, and Micron 3.

AI startups are acting like global hardware buyers

  • The talks mark a shift as AI model builders handle supply-chain exposure for scarce components.
  • Mistral’s push for a direct memory arrangement signals planning beyond buying finished GPU systems. It is working earlier in the supplier chain.
  • The effort ties to “sovereign AI infrastructure,” meaning local AI computing capacity designed to reduce reliance on US-based cloud providers 4.
  • More companies and nations may negotiate directly for memory and power. That could change how hardware moves, with fewer deals routed only through a handful of large tech companies.
