Meta pauses VR platform licensing to third-party makers

Meta has paused its program to license Horizon OS, its VR operating system, to third-party hardware makers such as Lenovo and Asus.

The initiative, first announced in April 2024, aimed to let other companies build VR headsets using Meta’s platform.

A Meta spokesperson said the company will now focus on creating its own hardware and software for the VR market and will reconsider third-party partnerships as the market evolves.

The company recently delayed the launch of its mixed reality glasses, codenamed Phoenix, from late 2026 to early 2027, according to internal memos.

Meta is also working on a new Quest device and may reduce up to one-third of its metaverse budget next year, with some investment shifting toward AI-powered glasses and wearables.

🧠 Food for thought

Implications, context, and why it matters.

Meta’s licensing pause undercuts third-party hardware

  • Meta announced Horizon OS licensing in April 2024 to open its mixed reality platform to third-party hardware makers, then paused it less than a year later 1.
  • A spokesperson says the pause lets the company focus on first-party hardware and software, despite CEO Mark Zuckerberg’s open-model pledge 2. Meta is delaying its mixed reality glasses, codenamed Phoenix, to early 2027 and may cut up to one-third of its metaverse budget 2.
  • The reversal undercuts the open ecosystem promise despite a decade of work on inside-out tracking (on-headset cameras track a user’s movement without external sensors) and spatial anchors (fixed reference points that allow digital content to stay pinned in the same physical location) 1.

Suppliers and studios should pivot to Android XR

  • For component suppliers, Android XR is the main open option with Samsung’s Galaxy XR launched October 2025 on Snapdragon XR2+ Gen 2 (Qualcomm’s system-on-chip for XR) and OpenXR support 3.
  • Studios and creators should focus on Android XR, which has “hundreds of third-party developers” building apps and integrates Google’s Gemini AI for multimodal interactions such as voice, vision, plus gesture 34. Google’s Dec. 8, 2025 event will share glasses and headset updates 5.
  • Enterprise providers can target Samsung Heavy Industries (the shipbuilding arm of Samsung) for virtual shipbuilding training, showing corporate XR uptake 3. Google is building wired XR glasses tethered to a phone or PC with partners like XREAL (a consumer AR glasses maker) for next year 6.
