MAS, Deutsche Bundesbank partner on digital asset settlement
The Monetary Authority of Singapore (MAS) and Deutsche Bundesbank have signed a memorandum of understanding to work together on cross-border digital asset settlement.
The agreement aims to develop new settlement solutions that reduce costs and processing times for transfers between Singapore and Germany, and to establish common standards for payments, foreign exchange, and securities flows involving tokenized assets.
This initiative builds on MAS’ Project Guardian, which focuses on asset tokenization for financial market efficiency.
The memorandum was signed during the Singapore FinTech Festival by representatives from both central banks.
Both parties said the collaboration could strengthen financial ties between Singapore and Germany.

🧠 Food for thought
Implications, context, and why it matters.
Trigger Solution hints at MoU outcomes
- The memorandum of understanding likely connects to the Deutsche Bundesbank Trigger Solution 1. It is a Distributed Ledger Technology DLT bridge linking market DLT platforms with the Eurosystem’s TARGET Services T2, the euro area’s core real-time gross settlement RTGS infrastructure for settlement in central bank money.
- From May to November 2024, 25 institutions tested Trigger Solution 2. The trials delivered same day settlement, and some reached real time finality for tokenized bonds, repos, and commercial paper.
- The Bundesbank favors the Trigger approach over token based wholesale central bank digital currency CBDC models 3. It says programmability matters more than tokenization.
- The collaboration could focus on connecting the Monetary Authority of Singapore MAS tokenized asset infrastructure with T2 instead of creating new tokenized central bank money.
- The exploratory phase ended in November 2024 1. The technical lessons look fresh for cross border use.
Tech vendors can align with emerging tokenized payment standards
- The MoU aims to set common standards for payments, foreign exchange FX, and securities. That creates near term demand for middleware, compliance tools, and software development kits SDKs that help financial institutions adopt them.
- MAS Project Guardian is an industry effort that tests asset tokenization in capital markets 4. It published the Guardian Fixed Income Framework and the Guardian Funds Framework, which set technical specifications for tokenized assets.
- Technology firms can study these standards and the Bundesbank Trigger Solution docs to build integration products ahead of wider adoption 1.
- In 2024, 23 explorations involved Deutsche Bank, Goldman Sachs, and UBS 2. These give real world use cases that software vendors can use when designing products.
- Firms that sell interoperability layers between different DLT platforms and traditional payment rails stand to benefit. Both central banks stress cross border connectivity.
