S Korea’s new president, Trump agree to work on tariff deal

United States President Donald Trump and South Korean President Lee Jae-myung have agreed to prioritize a trade agreement, according to a statement from Lee’s office on June 6, 2025.

The discussion occurred during their first phone call since Lee’s election on June 3, 2025.

Both leaders committed to advancing negotiations aimed at achieving a mutually beneficial deal on tariffs.

Lee’s office emphasized their goal of making swift progress.

🧠 Food for thought

1️⃣ South Korea’s extreme trade dependency creates asymmetric negotiating dynamics

South Korea’s economy is uniquely vulnerable in these trade discussions, with trade accounting for 88% of its GDP compared to just 23% for the United States 1.

The stakes are high for Lee’s administration, as exports valued at $632.2 billion form the backbone of South Korea’s economic model, making any tariff changes potentially significant 1.

The country’s export-oriented economy has transformed it from a war-torn nation to the world’s 13th largest economy, with a GDP of $1.67 trillion, a development often referred to as the “Miracle on the Han River” 23.

Key exports affected by potential tariffs include integrated circuits (20.8% of exports), automobiles (10%), and refined petroleum (7.6%), representing industries where South Korea has achieved global leadership 1.

This economic structure explains why Lee characterized trade negotiations with the U.S. as “the most pressing matter” before even taking office, reflecting concerns about preserving decades of economic progress.

2️⃣ U.S.-Korea trade negotiations reflect ongoing deficit concerns

The upcoming negotiations continue a pattern of U.S. concerns about trade imbalances, with the bilateral goods deficit having increased by 75% since the original KORUS implementation, growing from $13.2 billion to $23.1 billion between 2012-2017 4.

This growing deficit was a key motivation for the Trump administration’s previous KORUS revisions, which aimed to secure better terms for American workers and farmers 4.

Both nations have significant economic interests at stake, as South Korea is America’s 7th largest trading partner with U.S. goods exports to Korea reaching $34.8 billion in recent years 5.
