Korea SMEs startups agency partners with industry for AI training

Korea SMEs and Startups Agency (KOSME) has signed a partnership with the Korea Industry Intelligence Association to develop AI training programs for small and venture businesses nationwide.

The agreement, signed on February 6, aims to establish a practical AI talent development system that can be applied directly in the field.

The collaboration includes joint planning and operation of training courses, development of specialized content in AI and industrial intelligence, and mutual exchange of human resources.

KOSME’s Gangwon Training Institute and regional headquarters will manage training infrastructure and program execution, while the association will provide content and instructors.

The initiative seeks to enhance small businesses’ AI capabilities and regional industry competitiveness, with plans to expand the program across South Korea in the future.

The partnership is expected to serve as a model for integrating government training policies with industry expertise.

🧠 Food for thought

Implications, context, and why it matters.

This partnership sits within a ₩2.5 trillion effort to help SMEs adopt AI

  • The effort fits within KOSME’s 2026 SME and Startup Promotion Fund, set at ₩2.5129 trillion (often rounded to ₩2.5 trillion), which treats AI transformation as a strategic focus 1.
  • The training may help small and venture businesses qualify for targeted funding such as KOSME’s ₩40 billion “AX Sprint Preferential Track” for AI transformation (AX) or introducing or using AI, with preferential support such as interest-rate benefits and higher loan limits 2.
  • The focus matches South Korea’s 2025 AI Basic Act, which says SMEs and other smaller firms should get priority consideration when AI and AI-industry support policies are carried out under the Act 3.
  • Executive education is also moving through another channel. Samil PwC signed a memorandum of understanding (MOU) with the Korea Industry Intelligence Association (an industry group focused on applying AI and data-driven methods in industry) to jointly develop and run a Chief AI Transformation Officer (CAXO) course 4.

Training links to money and field feedback, while “global playbook” language lacks support in the sources

  • South Korea ties talent development to policy finance and export support for SMEs and startups, rather than treating training as a standalone effort 1.
  • Funding can follow skills through programs like the “AX Sprint Preferential Track,” which connects AI plans to capital for rollout 2.
  • KOSME also weaves AI adoption into national financing and region-led AI transformation initiatives, aiming for an industrial base where AI transition extends beyond large corporations 1.
  • On-site engagement adds a feedback loop through KOSME’s “KOSME On-Site” program, which gathers input from small and venture businesses and works on their business challenges. Claims that this “could pressure other nations” remain speculative and lack support in the provided sources 5.
