S Korea, US hold second round of tariff talks in Washington DC

South Korea and the US will resume technical trade talks in Washington this week to finalize a potential deal by early July 2025.

The South Korean delegation will arrive on May 20, 2025 with discussions covering digital trade, tariffs, product origins, and economic security.

These talks follow a 90-day pause on US reciprocal tariffs, including a 25% duty on South Korean goods, which ends on July 8, 2025.

Earlier meetings were held in Washington and Jeju Island, where South Korea pushed for full tariff exemptions.

With South Korea’s presidential election approaching on June 3, 2025, officials are proceeding cautiously in the negotiations.

🧠 Food for thought

1️⃣ A historic pattern of asymmetric trade negotiations repeats itself

The current negotiations mirror a familiar pattern in US-Korea trade relations stretching back to the original KORUS FTA negotiations in 2006-2007.

South Korea typically enters these negotiations from a position of greater economic vulnerability, with exports to the US accounting for approximately 18% of its total exports 1.

During the 2017-2018 KORUS renegotiations, South Korea similarly faced pressure that resulted in increased U.S. auto exports and caps on Korean steel exports 2.

The automotive sector remains particularly vulnerable in the current negotiations, with estimates suggesting a potential $6.4 billion reduction in car exports due to Trump’s tariffs 1.

This economic leverage explains why Korea’s consistent requests for “complete tariff exemption” face significant hurdles, as the US historically uses tariffs as negotiating leverage to extract concessions in sectors where Korea maintains competitive advantages.

2️⃣ Korean election timing creates strategic trade negotiation dilemma

South Korea’s cautious approach to the negotiations reflects the significant political constraints created by its June 3 presidential election timing.

The Korean government has explicitly ruled out the possibility of a comprehensive trade deal before the election, indicating that domestic political considerations are influencing negotiation strategy 3.
