KakaoTalk adds parental controls to limit minors’ use
Kakao has added parental controls to KakaoTalk that let guardians in identity-verified family accounts limit how minors use short-form content and open chat.
Guardians can set separate limits on viewing, commenting, and search in short-form feeds, and can block minors from creating or joining new open chat rooms or require approval for each room.
The feature works only after a guardian sends a request and the child accepts it.
The users aged 14 and older can ask to disable it without guardian approval, while the controls end automatically when the user turns 19.

🧠 Food for thought
Implications, context, and why it matters.
New parental controls respond to lawmaker scrutiny and replace older, more cumbersome processes
- Kakao rolled out new parental controls as South Korean lawmakers propose bills that would limit algorithm-based content recommendations for users under 19 1.
- Government data behind the push puts 43% of adolescents at risk of smartphone overuse, with the rate rising steadily since 2018 1.
- The update replaces Kakao’s earlier child safety steps, which required guardians or minors to file customer service requests to temporarily block open chat or short-form services, sometimes with documents and identity checks 2.
- The rollout also fits a broader safety reset at Kakao, after the company revised its KakaoTalk Operation Policy to use a no-exceptions rule and allow permanent restrictions when reports confirm violations tied to child and adolescent sexual exploitation conversations 3.
Super app ambitions create a costly content moderation burden
- Messaging services such as KakaoTalk are turning into “super apps” (apps that combine multiple services such as messaging, media, and community features) by adding short-form video and open chats, which brings content moderation problems common on social networks 4.
- That shift pushes operators to spend more on safety tools to protect users while also limiting regulatory risk tied to teen digital welfare 1.
- For Kakao, the spending on safety and user experience may help keep trust and hold onto users as frustration grows over advertising practices such as Brand Message promotional ads and new full-screen ad formats 5.
