Kakao to launch first OpenAI collaboration in September
Kakao said it will showcase its first collaboration with OpenAI at its annual developer conference, “if(kakao),” in September, with plans to launch the product by year-end.
Kakao also announced plans to launch Korea’s first on-device AI service using its lightweight model through the KakaoTalk messenger, marking the start of a new era in embedded AI experiences.
Rather than being designed as a separate feature in a fixed space, it will be positioned as a ‘middle layer’ through which context-aware actions are recommended across various parts of KakaoTalk.

🧠 Food for thought
1️⃣ Platform dominance creates powerful AI distribution advantage
Kakao’s AI integration strategy builds on KakaoTalk’s exceptional market penetration in South Korea, where the messaging platform achieved 75% market penetration with 50 million users as of 2015 1.
This dominant position gives Kakao significant distribution power for AI services, as their planned “middle layer” AI integration means nearly three-quarters of South Koreans could access AI features seamlessly within their daily communication app.
The approach reflects successful platform strategies where core user engagement becomes the foundation for expanding into new services. KakaoTalk previously leveraged this model to grow into games, commerce, and payments, generating $319 million in revenue by 2014 1.
Unlike standalone AI apps that must build user bases from scratch, Kakao can deploy AI features to millions of existing daily active users immediately, potentially accelerating adoption rates compared to competitors entering the Korean market.
2️⃣ National AI infrastructure investments amplify private sector opportunities
Kakao’s AI expansion aligns with South Korea’s significant national commitment to AI leadership, including $65 billion in infrastructure investments planned through 2027 2.
The government is deploying 15,000 advanced GPUs by 2027 through the National AI Computing Center and expanding data center capacity to 3 gigawatts by 2030, creating the computational foundation that companies like Kakao need for sophisticated AI services 2.
This infrastructure buildout, combined with tax incentives of 25-35% for AI facility investments, provides Kakao with both the technical resources and financial support to compete effectively against global AI giants 2.
The timing of Kakao’s OpenAI partnership coincides strategically with South Korea’s goal to become a top-three global AI power by 2027, positioning the company to benefit from both national infrastructure investments and regulatory frameworks designed to support domestic AI innovation 2.
