Japan reportedly mulls allowing local banks to trade crypto

Japan’s Financial Services Agency (FSA) is considering reforms that would let local banks buy, sell, and hold cryptocurrencies, according to local media reports.

The FSA will reportedly review current restrictions that prevent banks from holding digital assets due to concerns over price volatility.

Plans include discussing new guidelines at an upcoming Financial Services Council meeting, and developing regulations to manage financial risks.

The agency is also weighing if banks should be allowed to register as crypto-exchanges, which could make it easier for retail investors to access the market through banks.

🧠 Food for thought

Implications, context, and why it matters.

Bank approval hinges on Japan’s capital and exposure rules

  • Japan’s Financial Services Agency (FSA) plans to let banks hold crypto like stocks and bonds 1. Full Diet legislation would slow the timeline, while a supervisory guideline tweak would move faster with narrower scope.
  • The 2020 guidelines keep banks out of crypto because of volatility concerns 2. The FSA now needs exposure limits plus capital charges (extra capital banks must hold against risky assets) that protect balance sheets while allowing participation.
  • Japan passed 12 million registered crypto accounts by February 2025 1 and over $34 billion in digital assets were in local custody by mid-2025 3. Guardrails from the Financial Services Council remain unseen. Caps in the single digits for bank allocations would make the reform symbolic.

Vendors of exchange and compliance tech see a near-term Japan opening

  • If banks can register as crypto exchange operators without a separate subsidiary 4, they will need exchange engines with custody plus AML systems and market surveillance tools. This opens buying opportunities for regtech (regulatory technology) and fintech firms.
  • Japan licensing requires AML/Countering the Financing of Terrorism (CFT) and customer identity verification. It also requires sanctions screening and Travel Rule adherence (sharing sender/receiver information with other service providers for qualifying transfers) in effect since June 2023 3.
  • Third-party systems integrators offering fiat on-ramps (fiat-to-crypto conversion), payment rails, or token screening must align with the Payment Services Act and the Financial Instruments and Exchange Act (FIEA) 1. Operational standards and licensing controls drive bank purchasing.
