Japan nearly quadruples chips, AI budget to $7.9b
Japan’s Ministry of Economy, Trade and Industry will nearly quadruple its 2025 budget for semiconductors and AI to about ¥1.23 trillion (US$7.9 billion) starting in April.
The overall ministry budget will rise about 50% year-on-year to ¥3.07 trillion ((US$19.7 billion), with the increase mainly allocated to chips and AI, as Japan seeks to strengthen its technology sector amid US-China competition.
Most of the new funding will be included in the regular budget to provide more stable support.
State-backed chip firm Rapidus Corp will receive ¥150 billion (US$960.2 million), bringing total government investment to ¥250 billion (US$1.6 billion).
For AI, ¥387.3 billion (US$2.5 billion) is allocated for domestic model development, data infrastructure, and robotics.

🧠 Food for thought
Implications, context, and why it matters.
Japan’s ¥1.23 trillion chips/AI allocation gives limited program detail; disbursement specifics will determine real impact
- Budget totals hit ¥1.23 trillion, with only a partial split. It names ¥150 billion for Rapidus-related government investment plus ¥387.3 billion for domestic foundational model work, but leaves program structures or eligibility unclear 12.
- ¥387.3 billion for AI aims to enable physical AI in robotics yet it does not spell out support for compute or datasets or algorithms 123.
- Items sit in the Energy Special Account (a ring-fenced budget framework for energy and industrial policy programs). Timelines and application steps are missing. For multi-year chip projects, cash timing can decide private matching and production schedules 123.
Cloud providers and robotics firms can target Ministry of Economy, Trade and Industry (METI)’s ¥387.3 billion AI allocation via upcoming New Energy and Industrial Technology Development Organization (NEDO) solicitations
- New Energy and Industrial Technology Development Organization (NEDO) will open calls for post-5G (next-generation communications beyond 5G) and generative AI in early 2026 45. With ¥387.3 billion set for domestic foundational model development that aims to enable physical AI, firms that sell cloud compute or training data or robotics platforms should track these calls 123.
- Budget focus lands on foundational models and physical AI. NEDO is working on data access hurdles, so proposals that match this focus stand a better chance 16.
- Some NEDO projects run for one year at first 6. Teams should line up follow-on funding beyond pilots.
