Intel reportedly to cut over 20% of workforce

Intel is reportedly planning to cut more than 20% of its workforce to streamline operations and sharpen its focus on engineering, , according to a Bloomberg report citing an unnamed source.

These layoffs will be the first major action taken by CEO Lip-Bu Tan, who started in his role last month.

Tan has begun restructuring the company, including streamlining Intel’s leadership structure.

Under the new structure, key chip units will report directly to him.

Intel has not yet commented on the reported workforce reductions.

🧠 Food for thought

1️⃣ Intel’s recurring layoffs reflect delayed responses to changing market conditions

Intel’s pattern of large-scale layoffs has become a recurring strategy throughout its history, often signaling delayed adaptation to market shifts rather than proactive evolution.

The company’s previous major cuts include 10,500 jobs (10% of workforce) in 2006, and 12,000 positions (11% of workforce) in 2016, both following prolonged periods of market challenges that were evident long before the restructuring actions 12.

Forbes criticized Intel’s 2016 layoffs as “a sign of poor management,” questioning why the company maintained such a large workforce if it was aware of the declining PC market and the need for eventual reductions 3.

Each major restructuring has been framed as a response to market shifts that were already well underway, such as the PC market decline in 2016 and now the need for streamlining operations in 2025. This suggests a pattern of reactive rather than proactive management.

This approach contrasts with effective workforce management practices that involve continuous assessment and gradual adjustment rather than abrupt, disruptive changes that can undermine institutional knowledge and employee morale.

2️⃣ Semiconductor industry experiencing simultaneous growth and restructuring

The semiconductor industry presents a paradoxical landscape in 2025, with strong projected growth occurring alongside significant workforce reductions across multiple major companies.

Despite industry projections of a 10% compound annual growth rate through 2030 and an expected market size of $697 billion in 2025, several semiconductor companies are implementing substantial layoffs 45.
