Inflection Point Ventures launches $110m IPV International fund
Inflection Point Ventures (IPV), an India-based angel investment platform, has launched IPV International, a US$110 million category I Angel Fund under GIFT City’s International Financial Services Centres Authority (IFSCA) framework.
The fund is now operational and completed its first close in April 2025.
IPV International will invest between US$100,000 and US$1 million per deal in early-stage to pre-series A startups, with a sector-agnostic approach and a focus on select high-growth sectors.
The fund has already made its first investment in Singapore’s Cellivate Technologies, a deeptech company developing cell-based alternatives to fetal bovine serum.
IPV International’s structure allows participation from Indian residents, non-resident Indians, foreign nationals, and overseas citizens, offering certain tax and regulatory benefits tied to GIFT City’s framework.
The fund has secured the necessary regulatory approvals to operate within GIFT City and aims to expand its cross-border investment activity.

🧠 Food for thought
1️⃣ GIFT City emerges as regulatory haven amid tightening angel investment rules
IPV International’s launch timing coincides with mounting regulatory pressures that threaten to make angel investors less common in India’s domestic market 1.
While SEBI’s new accreditation requirements are deterring potential angel investors despite the recent scrapping of angel tax, IPV’s GIFT City structure offers an alternative 1.
The fund operates under IFSCA with “minimal regulatory friction” and eliminates traditional barriers like PAN requirements and Indian tax filings for qualifying investors.
This regulatory framework allows IPV to tap into cross-border opportunities while Indian residents can invest in foreign startups without navigating the typical ODI and SEBI approval processes.
The contrast between domestic regulatory tightening and GIFT City’s liberalized framework suggests that successful investment platforms are increasingly seeking offshore structures to maintain operational flexibility.
2️⃣ Established players leverage track records to access international capital during domestic headwinds
IPV’s expansion into international markets builds on a substantial domestic foundation of 50 successful exits from over 220 startup investments, positioning them to attract global investors when domestic fundraising faces challenges.
